Report of Chairman Snettisham Council

The council’s year has mainly been influenced by the repercussions caused by financial circumstances that parishioners already know about. This time last year the Council had taken on a £30,000 loan to keep it out of the red. Based on planned stringent cuts to service costs, greater use of volunteers and a change in the council’s business model whereby costly committee structures were abandoned and replaced by lead councillor support groups, it is pleasing to report reduced Council costs. However, the most significant factor in enabling us to reduce the precept this year was the unexpected £14,000 surplus made from the beach car park. While it was a shorter period of beach car park management than previous years and the council also helped fund the temporary toilets, there are no records of such large sums of money being made by the beach car park before.

The council found itself inheriting the threat of a county court judgement from Anglia Water, quickly resolved by payment of the outstanding bills. At the same time it emerged that there were £2,800 of penalty notices for unpaid taxes owed to Her Majesty’s Revenue and Customs, resulting in the requirement for the Council to pay over some £24,000 to HMRC to clear unpaid employee taxes back to 2007.

With the Office computer database destroyed and financial and employee payroll records missing, a couple of councillors put in a tremendous amount of personal time in building an evidence base to challenge an unfair dismissal appeal and a small claims court case for underpayment of wages, dating back to 2005. These were both successfully defended; however the Council incurred £3,500 in legal costs. When set against the potential of some £25,000 in compensation had the Council lost…it proved to be a good result for the village.

A positive feature for the future is the high number of volunteers who have been engaged in so many aspects of the council’s activities. These range from activities such as cutting grass verges, clearing dog muck at the beach, replanting the roundabout at Alma Road, planting bulbs and pruning the lime trees in Lodge Walk. Others have repaired guttering, painted seats, replaced/repaired fences, removed obsolete concrete lamp posts and cemented in damaged kerb side bollards. This newsletter is a shining example of like minded volunteers cooperating with each other in producing and delivering this to every home in the village. Each and every one of our volunteers, be they councillors or just willing members of the public, have all demonstrated the same sentiment of “I just want to help the council and the village to get back on its feet and improve the lot of the community we all live in”. The Council is both grateful and proud to have so many willing helpers and I would like to take this opportunity on behalf of the council to say a big thank you to all those involved in helping our village move forward.

Another big help to the council has been the voluntary contributions of money, time and resources – we have had donations for 3 large litter bins at the beach, fluorescent jackets for car park attendants, wooden planters and 2 yellow grit bins. Some £4,000 in donations from individuals, small and large organisations ensured we were able to maintain the toilet facility at the beach. Donations of time and money by villagers and holiday makers have pushed the beach road footpath “TROD” initiative forward.

Finally, a big first for the village was the West Norfolk Village Olympics – Snettisham entered a team for the very first time last year with about 40 villagers of all ages involved in the many different sporting challenges and we came a commendable seventh out of nine villages competing in our village size. This bodes well for this year’s team doing even better! Let the Council know if you would like to be involved in a team this year.

Snettisham Beach Car Park Passes 2012

Car park charges will commence on Monday 2nd April this year. Residents passes will be sold at half price for £6.00 each during the week commencing 19th March 2012.

After this week the beach car park passes will be sold at the full price of £12.00 each.  If you are away during this week or unable to get to the Parish Office, please send a stamped, self addressed envelope, marked “Car Pass”, to the Parish Office, 73 Lynn Road, Snettisham, PE31 7QA, enclosing a payment of £6.00 and a car pass will be posted back to you.

Postal requests received after this week will be charged at the full rate of £12.00.

The Parish Office will be open for the sale of half price car park passes as follows:

Tuesday 20th March 10am to 1.00pm
Friday 23rd March 10am to 4.00pm
Saturday 24th March 10am to 4.00pm

You must be listed on the electoral roll to qualify for a residents car park pass. If you have recently moved into the village and are not sure if you are yet registered on the electoral roll, please bring a recent utility bill with you when you collect your car pass.

Changes to Snettisham Council Office Hours

Snettisham Council Office is now open on TUESDAYS from 10am to 1pm.

As the council meetings take place on Wednesdays, it has been decided to open on Tuesdays instead to relieve workload on both councillors and the parish clerk, and to enable the office to open for longer hours.

 

Snettisham Vets win a Business Achievement Award

The annual Mayor’s Awards for Business Achievement ceremony was held at Kings Lynn Town Hall on Friday, 24 February 2012 to salute successful West Norfolk businesses.  The event was attended by civic and business leaders and representatives from the companies who were fortunate enough to be short-listed for the honours.  Mayor Colin Sampson presided over the event which was organised by West Norfolk Council and supported by the Lynn News, Norfolk Chamber of Commerce and Norfolk and Waveney Enterprise Services.

Coastal Veterinary Group in Snettisham was awarded the Young Business of the to mark their success in doubling its turnover.  This local vet service operates an out-of hours service as standard.   Chris Tansley of Coastal Veterinary Group said: “Winning this award is just fabulous really. It’s recognition for all the hard work that my wife, the other nurses, my family and I have put in.”

Cooper Roller Bearings of South Lynn won the Manufacturing Business of the year award.  The company now exports more than 80 per cent of its production throughout the world and has invested in an on-site apprentice training centre.

J D Cooling Systems of North Lynn was awarded the Service Business of the Year in recognition of a 20 per cent increase in turnover and profits.

HM The Queen’s Diamond Jubilee Celebrations in Snettisham

The Snettisham Village Events Committee is busy planning events to celebrate the Queen’s Diamond Jubilee. There will be a marquee on the Memorial Field next to the Pavilion from Friday 1st June through to Tuesday 5th June hosting a variety of events.  It is hoped that everyone in the village will take part and enjoy these events:

  • Snettisham School will have use of the marquee for their own activities on Friday 1st June.
  • Village Sports Co-ordinator, Deborah Matthews, has various sporting events planned on the Saturday that will support and compliment the arrival of the 1948 Olympic Torch as it stops off in Snettisham for a 45 minute visit on its journey around the country.
  • On the Sunday, villagers will be invited along to bring their picnics and be part of the ‘Big Lunch’ joining the nation as it celebrates across the land.
    • We propose holding a bunting competition – templates are available – please send your request to snettishamevents@gmail.com
    • There will be entertainment and exhibits for all to enjoy
    • All organisations and clubs in Snettisham are to be invited to showcase their activities to raise awareness of recreational activities in the village
    • In the evening buy your ticket for a Fish & Chip supper and dance along to local bands including The Moonies
  • On Monday 4th June the Norfolk Hospice will be holding an event – more details to come.

Each household will receive an information leaflet and there will be posters around the village closer to the time.

 

The Trod

Trod 1 along Beach Road, SnettishamIn Summer 2011, following a meeting with Sally Bettinson of Norfolk County Council, the area from the corner of Bank Road along past Shepherds Port Farmhouse to the corner opposite Snettisham Caravan Park was identified as being extremely dangerous for pedestrians going from The Fish and Chip Shop and other caravan sites to the shop/beach. History has shown that traffic comes speeding down the hill and round a blind bend and this situation obviously posed a danger to pedestrians.

In light of this, it was agreed with Sally Bettinson  that if  an amount of money could be raised locally then Norfolk County Council would match it in order to create a “trod” for pedestrians.  (NB: A Trod is a loose stone footway, tampered down.) Lilian Richardson  in co-operation with a group of other public spirited locals began to raise the necessary money.  At the same time a group of local volunteers including Maria, Eddie, Jane, Ian, Roger and Lilian set about removing some conifer trees that were in the way and clearing away some brambles in order to create as much room as possible for the Trod to fit in.

In December 2011, with the help of NCC Highways, the Trod was completed.  The working party were very pleased with the final result and feel that walking along this section of Beach Road is now considerably safer for pedestrians.  The new posts in place all along the Trod makes pedestrians feel safer as they walk.  The final result also looks much more appealing to the eye and greatly improves the appearance of the area.

Lilian Richardson and her volunteers would like to thank everyone from the beach area, who voluntarily helped with their time and fundraising in order to achieve such a successful outcome which would never have been possible without it.  Lilian and her team were particularly grateful  Wendty for getting out and about shaking her collection tin and to Sally Bettinson at NCC Highways and ‘spanner and his mate’ for doing a great job.

Following on from their success with the Trod, there are now plans to begin work on a second Trod in 2012 from Diglea Caravan Park entrance along towards Beach Park.  This area has many people in summer walking from the caravan site to and from the beach and it is difficult to get off the road away from the traffic, as the bank is very narrow at this point and slopes away down the drainage ditch.  The volunteers would like to pipe this section of ditch, and fill in, then put a Trod in place.  This will be slightly further away from the busy road and much safer.

Funding for the second Trod is being applied for, but this needs to be matched with a fundraising effort even if funds are forthcoming from the local authority.  The group expect to hear if their bid for Council funding is successful in March.  So once again, Lilian and her hardy volunteers will be raising money again this summer, so if you would like to donate they would be happy to put your money to good use on this worthwhile project.

Lilian and the volunteers are all looking forward to hopefully a warm busy safer summer here at Snettisham Beach.

Norfolk Constabulary have announced a new way to contact your local police and other local police forces wherever you are in the country.  The new approach to communicating with local police forces has been simplified to two numbers: 999 for emergencies and 101 for anything else.

Hunstanton Lions Club “Turkey and Tinsel”

Snettisham senior citizens are invited to contact Chris Holt  (01485 541534) to obtain application forms and further information regarding this year’s Lions Club’s “Turkey and Tinsel”.

This popular event will again be held at The Green Lodge Restaurant, Hunstanton, during lunchtimes, in the week commencing Monday 5th December. The cost per head will be a nominal £3.50 with the rest being funded by Lions. This will be a christmas 3 course meal.

Snettisham Gardening Club – Summer Show

This year’s Summer Show for Snettisham Gardening Club, held in July, was enormously successful.  Support for the event came from Snettisham village when a number of residents joined Gardening Club members with excellent exhibits ranging from a “ginormous” cabbage to Miniature Scarecrows in the Junior sections.

Awards and prize giving for the best entries was held in late August.  The Club was proud to be awarded a Large Gold Medal for their  garden exhibit at Sandringham Flower Show – the subject was Nursery Rhymes and Humpty Dumpty took centre stage.  Snettisham Gardening Club’s AGM will be on 25 January 2012 at the Memorial Hall at 7.30 p.m. when details of next year’s programme will be available.  All are welcome.
